Remote desktop gateway has stopped working.

Windows 2008 R2

Exchange 2007 is also installed

cannot create resource authorization policy - it has disappeared and when I try to recreate I get WMI error: WMI Failure: Unable to create Remote Access Policy

I had to stop the remote gateway service, remove %windir%\tsgateway\rap.xml and %Windir%\System32\ias\ias.xml to clear the system and restart the service and reconfigure the groups.
