We have been stuck with the Windows 11 desire to not install without internet for some time.
Even Pro edition the latest versions were difficult if you preparing them for resale.
We used to just remove the LAN cable to get past this problem but the latest versions do not allow you to get passed the MS login screen and the 'continue with limited setup' option is gone.
Now we have to press [SHIFT + F10] at the 'connect to the internet' or 'you've lost connection' screen and type: OOBE\BYPASSNRO so that the PC will reboot with the 'continue with limited' set-up option back in place. You still have to remove the network cable to see that message though.
