My domain DC has gone into meltdown

Cannot start DNS server or go to network and sharing centre

No AD access

Cannot run SFC /scannow or any other EXE

Cannot install integration services

???

NIC driver???

Tried another VM host to no avail to see if switching NIC drivers would help.
