Make sure that the server for RD licensing is specified on the RD host server.

Check that the server can ping the licensing server by DNS and hostname, if not add a suitable record to DNS so that it can.

Check that the licensing server has the RD licensing service as an exception in the firewall rules if there is one.

Make sure that the licensing service for RD is started and runs without interruption (check the licensing server event log.)

Make sure that there are no permissions errors that may be causing this issue.
