My T480 will not work when I try and expand the RAM???

It works fine with either card in the primary slot but not in the secondary slot with or without the first card installed?

is it a faulty MBoard or do I need to do something else to get it to accept the second RAM?
Recycling Computers  is my hobby so if you have any old PCs or Macs..
