In Wordpress why can't I transform a block to a paragraph - I only get quote...

I need to un-list some lists on Wordpress as they have gotten misnumbered but it only lets me unlist one line at a time - I have no option to transform to paragraph unless I am on one line at a time. How can I unlist a 15 point list all at one - I only see group or quote as options.
