I noticed that the antimalware service executable was taking all of the CPU whilst uploading and also that in IIS (this is a WIMP set-up) the PHP max upload size was set to 8MB

WooCommerce is 20MB

So I disabled all of the file monitoring in Windows Security and all increased PHP RAM and upload file size in PHP under IIS manager and it installed OK.
