Just to let you know what we had to do with this error.

We had to use the original Win 10 / Server 2019 DVD / ISO

And use: dism /online /Add-Package /PackagePath:D:\sources\sxs\microsoft-windows-netfx3-ondemand-package~31bf3856ad364e35~amd64~~.cab. to get the framework to install
