Cannot migrate mailbox from 2016 to 2019

Migration batch starts at 1:

UserPostedImage

Then suddenly:

UserPostedImage

And nothing is migrated...

What gives?

Tried initiating as each server, 2016 and 2019

This mailbox failed the first time due to size limits but they have been lifted.

Why does it disappear from the migration batch in Exchange?
