Outlook cannot open .msg files and will not associate with them

On this desktop system we have suddenly seen that Outlook is no longer associated with .MSG files and cannot be re-associated with them. If we try and associate it with the file in office\root\office16 we just get a message saying that it cannot be associated.   Message is The program you have selected cannot be associated with this file type. Please choose another program.What can we do?
