Exchange admin panel will not accept exchange 2019 product key

I am trying to add a new Exchange server to an organisation but there is an issue:

The mailbox server has loaded fine and is available as a server in ECP but it will not accept our product key even though I have copied and pasted and double checked it is the correct one etc.

HELP!! 😣
