Error 183: Cannot create a file when that file already exists

Windows Process Activation will not start:
Error 183: Cannot create a file when that file already exists

This was caused by some of the files in:

%windir%\system32\inetsrv\config\ having become corrupted and specifying the same site bindings twice.

I restored the folder from backup to solve this issue.
