This is a COM+ permissions problem.

If you go into component services from the start search and expand the computers section on the left, right click on the My Computer icon and choose properties

Click the COM Security Tab:

UserPostedImage

Now under Access Permissions click the Edit default button.

Click add:

UserPostedImage

Now enter Network Service and press OK

Make sure the user is given all permissions:

Press OK and Restart the PC
